The Dreamers' elite live and work within a massive building that is part of the Oshkosh Council Complex. After successful ideas are created and mapped out in the New Age Laboratories, the blueprints are brought within the complex to be built and experimented with.
Before the event, this building was a strip mall with a large parking complex to the West and below it. The enclosed buildings are used for residential and clerical purposes, while the more open concrete stalls from the parking complex are workshop space. Some of these have been boxed in, but the forges of the workshop complex keep it warm enough to comfortably work in.
The upper levels of the workshop complex serve as apartment units for the Dreamers' top scientists as well as many laborers and engineers. The exact number of inhabitants and housing units is unknown by anyone outside the Dreamers' upper crust. While technology is freely distributed to the surrounding population after its creation, new projects and failed ones are kept tightly under wraps, along with all blueprints. The announced purpose of this is to preserve and record the budding steam technology.
Offices and archival storage exist in a couple of old storefronts to the South of the building.
Lower levels are workshops and factories for steam item production. Materials are stockpiled somewhere in the building, but no one except some that work and live in the Workshop Complex know where or how much, and they aren't telling.
